How a complex comes under management

  1. Introduction and site visit

Residents or the building council write to us, and we come to the complex: we look at the grounds, the shared areas and the equipment, and note what concerns the residents.

  2. Decision of the owners’ meeting

The manager is chosen by the owners’ general meeting, by a majority of owners both by number and by share (arsa payı). The manager does not have to be an owner.

  3. Technical inspection

We start with the electrics, then water and pumps, the pool, the fire alarm, entry phones and cameras.

  4. The complex’s accounts

We check the complex’s debts to suppliers (for the lift, electricity, water and staff social insurance) and prepare the annual budget for the meeting.

  5. Reports to residents

We show the work and expenses in the app, and larger reports come out as YouTube videos.

What management includes

The manager’s duties are set out in the complex’s management plan (yönetim planı) and in the Law on Apartment Ownership (Kat Mülkiyeti Kanunu): upkeep and repairs, building insurance, the complex’s accounts, collecting debts, owners’ meetings and lift servicing.

Here is how it looks in practice, based on GO Management’s 2026 reports on the Guzel 2000 and Exodus Hill complexes in Mahmutlar:

Area What was done
Electrics and water replaced burnt-out lamps and sensors; connected the apartments from the 8th to the 12th floor to new manifolds and pumps, because there was not enough water pressure at the top; brought hot water to a shared area
Pool laid a pipe to drain the water at the end of the season, renewed the joints and tiles, installed automatic chemical dosing
Security repaired the fire alarm and the entry phones, repositioned the cameras so that the whole yard is visible, placed fire extinguishers on each floor, hung a lifebuoy by the pool
Staff a caretaker (kapıcı), cleaning, a licensed security guard
Grounds tidied the garden and the lawn, painted the fences, gates and walls, laid non-slip tiles, installed rainwater drains
Rules rules on noise near the barbecue area; shared rooms are cleared of personal belongings, and separate storage rooms are being planned

Every complex is different, so we draw up the list of works after an inspection.

Reports to residents

We report on our work in two ways. In the GO Management app, residents see a report on works and expenses, their own debt and their aidat payment history. Larger reports come out as videos on the ALANYA GO YouTube channel (in Russian): Ramil walks through the complex and shows what has been done, what is planned and what the residents are deciding. The videos are further down this page.

For questions about aidat, GO Management has a dedicated employee.

The GO Management app

In the app an owner can view and pay aidat, see the debt and payment history, get payment reminders, and order a repairman, a transfer or cleaning.

As of June 2026, the plans included entering the complex with a QR code that refreshes about every 15 seconds, and booking the barbecue area and the cinema room. A QR code was chosen instead of fingerprints and face recognition: storing biometric data requires separate legal measures.

Aidat: what it covers and who approves it

Aidat is the owners’ regular contribution towards the upkeep of the complex. It pays for staff, electricity and water in the shared areas, lifts, the pool, building insurance, repairs and the manager’s work.

Under the Law on Apartment Ownership, owners pay equally for the caretaker, the gardener and security, and split the other costs by their share in the land (arsa payı), unless they have agreed otherwise. You cannot refuse to pay on the grounds that you do not live in the complex or do not use the pool. For late payment the law adds 5% a month, and the debt is recovered through the courts or enforcement proceedings.

The amount of aidat is calculated from the annual operating budget (işletme projesi), which sets out the complex’s income and expenses and each owner’s share. The budget is approved by the owners’ general meeting. Since May 2026 the increase in the interim budget, which the manager draws up before the meeting, has been capped by the revaluation rate for the previous year.

The owners’ general meeting (kat malikleri kurulu) is held at least once a year, and in large complexes with toplu yapı status at least once every two years. It elects the manager and approves the budget.

Ramil advises keeping part of the aidat budget for unexpected breakdowns and putting the rest into improvements to the complex.

If a neighbour breaks the rules

When a neighbour repeatedly breaks the complex’s rules, GO Management follows a procedure it developed together with a lawyer:

  1. A warning, entered in the minutes.
  2. A joint statement from the residents, with signatures.
  3. Photo and video evidence of the violations.
  4. An appeal to the law enforcement authorities and, if necessary, to court.

Renting out your apartment

Whether you can rent out an apartment depends on what it was bought for. An apartment bought for a residence permit cannot be rented out.

An apartment bought for citizenship can be rented out, but it cannot be sold for 3 years.

Short-term holiday lets to tourists have their own rules: check them with a lawyer before the first guests move in. The purchase conditions are on the pages Turkey residence permit by buying property and Turkish citizenship by investment.

Complexes under management

As of 3 October 2026 GO Management serves 8 residential complexes and 750 apartments, as well as offices in Summer Park (company data).

Reports and explainers on the ALANYA GO channel

GO Management in Alanya: what has been done and what is still to be done at Guzel 2000YouTube · Published · In RussianReport as of August 2026: the plans and the condition of the complex may have changed since then.
What the video covers
  • A report video for the residents of the Guzel 2000 complex: Ramil walks around the grounds and shows what the management company has done. The waste container was replaced; the fences, gates, walls, kerbs and gazebos were painted; non-slip porcelain tiles were laid; and drains for rainwater were installed.
  • Safety: the cameras were repositioned so that the whole grounds are visible, fire extinguishers were placed on each floor, and two chosen at random were tested outdoors. A lifebuoy now hangs by the pool, and anti-slip strips on the steps are planned for next season, when the water is drained.
  • Staff and order: the complex has a caretaker (kapıcı), cleaners and a night security guard. Ramil is not proposing to add a further guard for now, because the budget is limited. Residents are asked to keep an eye on children by the pool and in the lobby.
  • What is being worked on next: water from the pool drains away under the green area, so after the season they plan to drain the pool and pour concrete, and the trees in that area most likely will not survive. A separate task for the winter is drainage of water from the building and the condition of the walls: until the cause is eliminated, there is no point in renewing the finishes.
  • What the residents are deciding: the children’s room was removed because of damp, and it is proposed to use its space as a store for bicycles and pushchairs and to move the gym to a bright room with windows. It is also proposed to move the barbecue area and fit an extractor. Residents are asked to give their opinions in the comments and in the building’s chat.
  • Transparency: the report on the work and all the expenses can be viewed in the management company’s app, where residents also see their debts and their payment history for aidat (the monthly maintenance fee). A separate department with a dedicated employee has been opened for aidat questions.
Management report for the Exodus Hill complex in Mahmutlar. GO ManagementYouTube · Published · In RussianReport as of June 2026: the plans and the condition of the complex may have changed since then.
What the video covers
  • A report video on the Exodus Hill Residence complex in Mahmutlar: Ramil and a member of the management company’s staff explain the condition the complex was in when it came under management, which tasks have been completed and what is planned.
  • What has been done: the garden and lawn were tidied up, the missing tiles in the pool were glued back (a full replacement of the pool floor is planned for next year), the walls were painted, the pumps were repaired, automatic chemical dosing was installed for the pool, the bench covers and table tops were replaced, and the hall and corridors were treated with a special anti-mould paint.
  • Roof and developer: a court expert examination has been ordered for the complex, and negotiations with the developer will follow its results. Waterproofing of the roof of two blocks is planned before the rainy season, paid for from the complex’s budget.
  • Safety and order: rules on noise and alcohol near the barbecue area have been introduced; the staff includes a caretaker with his family and a licensed security guard; closing to cars the inner area where children walk is under discussion. Residents are asked to clear personal belongings out of the shared rooms because of the electrical equipment, and they promise to work out separate storage rooms.
  • The GO Management app: in it residents view and pay aidat (the monthly maintenance fee) and order a repairman, a transfer and cleaning. Through it they plan to introduce entry by QR code, which refreshes about every 15 seconds, and booking of the barbecue area and the cinema room. A QR code was chosen instead of biometrics: storing fingerprints and faces requires separate legal measures.
  • A “useful story” segment: what to do when neighbours repeatedly break the rules. The management company worked out a procedure together with a lawyer: warnings recorded in the minutes, a joint statement from the residents with signatures, photo and video evidence, then an appeal to the law enforcement authorities and, if necessary, to court.
Managing complexes in Alanya, Turkey: report on the work done at Guzel 2000. ALANYA GO ManagementYouTube · Published · In RussianReport as of April 2026: the condition of the complex may have changed since then.
What the video covers
  • A report from the management company GO Management to the residents of a complex in Mahmutlar for its first three months of work. Ramil says that for several months before that the complex had no official manager, and after the owners’ meeting in January the new team took over management.
  • How work in a new complex goes: a technical inspection first, starting with the electrics. Burnt-out lamps and sensors were replaced, internet was connected in the shared area, and the fire alarm, entry phones and cameras were repaired. More cameras will be added where blind spots remain, and the question of the power cables is being discussed with the developer.
  • Water on the upper floors: there had not been enough pressure since residents first moved in. The apartments from the 8th to the 12th floor (45 apartments) were connected to two new manifolds, and two new pumps with an expansion tank were installed. The pressure will be checked in the summer, when most of the apartments are occupied, and adjusted if necessary. In the room with the water meters they plan to waterproof the floor and fit a drain.
  • Hot water and pipes: there had been no hot water in the shared area since the complex was commissioned; the team found a pipe it could connect to, and now there is hot water. Under the tiles a burst mains water pipe was replaced, which, according to Ramil, had been leaking for about two years. Sewer manholes hidden by bushes were found and cleared, so that blockages do not flood the apartments.
  • The pool: it had no proper drain for emptying the water at the end of the season, so a pipe was laid to the sewer. The grout in the joints through which water was escaping was renewed. After the rains the water will be drained, the basin treated and refilled, and then checked for losses. They plan to lay tiles with a slope for run-off on the concrete path around the pool.
  • Money and the app: the management company checked the complex’s debts to service providers (lift, electricity, water, social insurance) and paid them off first. No late-payment penalties were charged to residents for the period without a manager. An app is being launched for owners: the debt for aidat (the monthly maintenance fee), payment reminders and the building’s expenses. For cleaning, professional equipment for washing windows and a pressure washer were bought.
GO Estate: real estate management in Alanya, TurkeyYouTube · Published
What the video covers
  • A short on-site video: after the first calls and messages, Ramil and a colleague come to a complex in Gazipasa whose residents manage it themselves and asked for help.
  • Ramil’s first impression: the complex is well kept and the residents are coping well. He advises always setting aside part of the aidat (maintenance fee) budget for unexpected breakdowns and putting the rest into improvements to the complex.
  • The residents’ main complaint is a leak in the pool. First the leak has to be located, and then it has to be agreed with the developer and the company that installed the pool that they will fix it themselves.
  • What was noticed on the first walk-round: dust from the road (the fence could be made higher), a generator in the open air (it needs a canopy), parking in the sun with no roof, a modest children’s playground and barbecue area, and empty premises that could be used for storage rooms.
  • Conclusion: precise decisions need a full inspection of the equipment, for example the pool pumps, and a list of the residents’ wishes. Ramil rates the complex as attractive and comfortable among mid-range complexes.
An owner without rights? What happens if you do not pay aidat? All about property owners in TurkeyYouTube · Published · In RussianVideo from March 2025: the law and practice as explained by the guest, not legal advice. The rules and amounts may have changed since then; check the details with a lawyer.
What the video covers
  • A conversation between Ramil and the manager of a residential complex about the rights and duties of owners and of the management company. It is based on the Law on Apartment Ownership (Kat Mülkiyeti Kanunu), the text of which is available on official websites in Turkish and English. The rules of a particular complex are set out in its management plan (yönetim planı); an owner can request a copy of the plan from the land registry office.
  • The meeting: according to the guest, it is held at least once a year, the invitation is sent out in advance, and if there is no quorum a second meeting is called. Each owner has one vote, which can be passed on by a simple written power of attorney. For complexes where many people do not live all year round, he advises moving the meeting to the season when most owners are at home and inviting a licensed interpreter.
  • Elections and documents: at the meeting the owners elect a manager with assistants and an auditor who checks the expenses. Decisions are entered in a decisions book certified by a notary (karar defteri), and managers’ actions are checked against it. The management plan can be changed by a vote and the changes registered at the land registry office; before that, the guest advises involving a lawyer and checking the drawings, for example when glazing balconies.
  • Aidat (the monthly maintenance fee): the amount is approved at the meeting on the basis of the report on last year’s expenses and income and the plan for the next year; usually at least three justified options are put forward. If expenses have risen (for example, for electricity), the manager may draw up an additional budget until the next election, and it can be paid at once or in instalments. The guest advises putting aside about a tenth of the contributions for unexpected breakdowns and says that you cannot refuse to pay on the grounds that you do not live in the complex or do not use the pool.
  • Non-payment: if the delay is long, a penalty is added to the debt, the management company can pass the case to a lawyer and start enforcement proceedings (icra takibi), and court action and seizure of property may follow. According to the guest, managers are usually in no hurry to come into conflict with residents, but the costs of the procedure end up with the debtor. If electricity and water bills are unpaid, the suppliers cut off the service quickly.
  • Owners’ rights and the warranty: major purchases for the complex are discussed at the meeting, while day-to-day expenses are decided by the manager, who reports to the residents. An owner has the right to request an expense report and to check the powers of attorney at the meeting. According to the guest, an entry in the handover report that the developer will manage the complex for several years does not cancel the annual meeting, and residents are entitled to set up an initiative group. Structural defects during the warranty period are fixed by the developer, while replacing consumable parts and motors is paid for from aidat.

Questions and answers

What is aidat and who approves its amount?

Aidat is the owners’ regular contribution towards the upkeep of the complex: staff, shared areas, the pool, lifts, building insurance and repairs. The amount is calculated from the annual operating budget (işletme projesi), which the owners’ general meeting approves.

Can I skip aidat if I do not live in the complex?

No. Under the Law on Apartment Ownership you cannot refuse to pay on the grounds that you do not use the shared areas. For late payment the law adds 5% a month, and the debt is recovered through the courts or enforcement proceedings.

How often is the owners’ meeting held?

At least once a year, and in complexes with toplu yapı status at least once every two years. If the management plan (yönetim planı) does not state a date, the meeting is held in the first month of the year.

Can the manager of a complex be someone who is not an owner?

Yes. The law allows management to be entrusted to one of the owners, to an outside person or to a board of three people. If a building has 8 or more apartments and units, a manager is mandatory, and the meeting appoints one every year.

Can I rent out an apartment bought for a residence permit?

No: a home used for a residence permit cannot be rented out. An apartment bought for citizenship can be rented out, but it cannot be sold for 3 years.

How do I hand my complex over to GO Management?

Message us on WhatsApp or leave a request on this page: we will visit, inspect the complex and explain what we offer. The owners’ general meeting chooses the manager, so the decision is made by the residents themselves.
